An Ordinance declaring the intention of the City Council of the City of Ballard to improve Crawford Street between the west line of First Avenue and the east line of Second Avenue by grubbing, grading and constructing cement, sidewalks on both sides of said street between said points and to assess the cost thereof to the abutting property and property benefited by the construction off said improvement.
