An Ordinance declaring the intention of the City Council of the City of Ballard to improve Seventh Avenue between the north line of State Street and the south line of North Street by grubbing, grading and constructing current sidewalks on both sides of said street between said points and assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
