An Ordinance declaring the intention of the City Council of the City of Ballard to improve Leary Avenue between the west line of First Avenue and the south line of Broadway by paving the roadway forty (40) feet wide with asphalt, constructing concrete curbs and brick gutters on both sides and constructing a cement sidewalk on the south side of said street between the west line of First Avenue and the east line of Second Avenue, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
