An Ordinance declaring the intention of the City Council of the City of Ballard to improve North Street from the west line of Seventh Avenue to the west line of Eleventh Avenue, and Eighth Avenue from the south line of Ship Street and south line of North Street in Prospect Beach Addition by grubbing, grading and constructing cement sidewalks on both sides of said streets between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
