An Ordinance declaring the intention of the City Council of the City of Ballard to improve Times Street between the east line of Eighth Avenue and the east line of Tenth Avenue by grubbing, grading and constructing cement sidewalks on both sides of said street between said points and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
