An Ordinance declaring the intention of the City Council of the City of Ballard to improve Marcus Avenue from the North line of East Ship Street to the South line of East Sloop Street, and East Sloop Street from the East line of Marcus Avenue to the West line of Elm Avenue, and Elm Avenue from the North line of East Sloop Street, to the South line of Boundary Street in the City of Ballard, by grubbing, grading, and constructing cement sidewalks on both sides of said street between said points, and to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
