An Ordinance declaring the intention of the City Council of the City of Ballard to improve Railroad Avenue, between the North line of "C." Street and the South line of East Broadway, by grading and constructing a plank roadway twenty (20) feet in width along the center line of said avenue, between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
