An Ordinance declaring the intention of the City Council of the City of Ballard to improve First Avenue between the northerly line of Shilshole Avenue and the south line of "C." Street, produced west, to the west line of First Avenue, by grading and constructing a plank roadway twenty feet in width, being ten (10) feet on each side of the center line of said avenue, and between said points, to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
