An Ordinance providing for the improvement of First Avenue between the northerly line of Shilshole Avenue and the south line of "C" Street, produced west to the west line of First Avenue, by grubbing, grading and constructing a plank roadway, twenty feet in width, being ten feet or each side of the center line of said street, between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement, included within the improvement district, and providing for the payment of said cost and expense and establishing Local Improvement District No. 128.
