An Ordinance declaring the intention of the City Council of the City of Ballard to improve East Brig Street, between the east line of Main Avenue North and the west line of Railroad Avenue North by grubbing, grading and constructing wood sidewalks on both sides of said street between said points and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
