An Ordinance declaring the intention of the City Council of the City of Ballard to improve Brig Street, between the east line of Fourth Avenue North and the west line of First Avenue North, in the City of Ballard, by grubbing, grading and constructing cement sidewalks on both sides of said street, between said points, and to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
