An Ordinance declaring the intention of the City Council of the City of Ballard to improve Wilbert Street, between the west line of 5th Avenue and the east line of 6th Avenue, in the City of Ballard, by grubbing, grading and constructing cement sidewalks on both sides of said street, between said points, and to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
