An Ordinance declaring the intention of the City Council of the City of Ballard to improve Eighth Avenue from the north line of State Street in Brygger's First Home Addition to the south line of North Street in Prospect Block Addition by grubbing, grading between said points, and to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
