An Ordinance declaring the intention of the City Council of the City of Ballard to improve Brig Street, between the West line of First Avenue and the East line of Fourth Avenue, in the City of Ballard, by grubbing, grading, and constructing cement sidewalks on both sides of said street, between said points, and to assess the cost thereof to the abutting property, and property benefitted by the construction of said improvement.
