An Ordinance declaring the intention of the City Council of the City of Ballard to improve Wilbert Street between the west line of Sixth Avenue and the east line of Eighth Avenue by grubbing, grading and constructing cement sidewalks and wood gutters on both sides of said street between said points. Also Wilbert Street between the west line of Eighth Avenue and the southerly line of Times Street by grubbing, grading and constructing wood gutters on both sides thereof and between said points. Also Sixth Avenue between the south line of Wilbert Street and the south line of Times Street by grubbing, grading and constructing cement sidewalk and wood gutter along the east side of the street between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
