An Ordinance declaring the intention of the City Council of the City of Ballard to improve East Times Street between the east line of Railroad Avenue and the west line of Division Avenue by grubbing, grading, and constructing cement sidewalks on both sides of said street, between said points, and to assess the cost thereof to the abutting property, and property benefitted by the construction of said improvement.
