An Ordinance declaring the intention of the City Council of the City of Ballard to improve Eighth Avenue North between the south line of Ship Street and the North City limits by grubbing, grading and constructing cement sidewalks on both sides thereof between the north line of Ship Street and south line of Schooner and the south line of Cornette Street, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
