An Ordinance declaring the intention of the City Council of the City of Ballard to improve Polk Street from the west line of Seventh Avenue to the east line of Eighth Avenue by grubbing, grading, and constructing cement sidewalks on both sides of said street, between said points, and to assess the cost thereof to the abutting property, and property benefited by the construction of said improvement.
