An ordinance regulating the disturbing of the surface of, digging up, cutting, excavating or filling in of any public street, avenue alley, way, sidewalk or place, and the construction and removing of railway lines and switches, and poles and pole lines, in the public streets, avenues, alleys, ways and places, and the construction and removal of walks, gutters and roadways in such streets, avenues, alleys, ways and places, in the Town of Columbia, and providing a penalty for its violation.
