An ordinance granting to Eugene A. Marsh, his executors, administrators, successors or assigns, the right to erect, maintain and operate in the Town of Columbia, State of Washington, and in the streets, alleys, avenues and thoroughfares thereof, wires and conductors for the transmission of electricity for telephone, telegraph and messenger business in said town.
