An ordinance providing for the improvement of certain streets in the Town of Columbia by laying watermains necessary for water service, for irrigation and domestic purposes, for the lots and parcels of land contiguous or approximate to or abutting upon those certain streets, and providing the mode of payment and the assessments of property, establishing an assessment district, providing the mode of making such assessment and levy and of payment thereof.
