An ordinance providing for the improvement of Rainier Avenue in the Town of Columbia from the center line of Hudson Street to the southern boundary line of the Town of Columbia by grading, sidewalking, guttering and curbing said avenue to the full width thereof from said center line of Hudson Street to said southern boundary line of the Town of Columbia, providing for the assessment of the cost and expense of said improvement against the property fronting upon said avenue between said points and for the collection and enforcement of said assessment and repealing all ordinances in conflict herewith.
