An ordinance providing for the improvement of Milton-Noble Street in the Town of Columbia, being a point one hundred and thirty feet north of Americus Street and the south line of Ferdinand Street by grading said street between said points to the full width thereof; providing for the assessment of the cost and expense of said improvement against the property liable therefore and for the collection and enforcement of said assessment and repealing all ordinances in conflict herewith.
