An ordinance declaring the benefits to the property specially benefited by the improvement of Rainier Avenue in the Town of Columbia from the south line of Angeline Street to the northern boundary line of the Town of Columbia by grading a roadway twenty feet in width in said avenue and on the east side of the center line thereof from said south line of Angeline Street to said northern boundary line of said town, in accordance with Ordinance No. 150 of the Town of Columbia; ratifying and approving the assessment roll covering said improvement as prepared and filed, levying and assessing the expense and cost of said improvement and directing the collection of said assessment
