An ordinance declaring the benefits to the property specially benefited by the improvement of Alder Street, in the Town of Columbia, under Ordinance No. 162 of said town ratifying and approving the assessment roll covering said improvement, levying and assessing the expense and cost of said improvement, declaring the lien thereof and directing the collection of said assessment.
