An ordinance providing for the improvement of Irving Street, between the north side of N Street and the south side of H Street, and L Street, between Angeline and Irving Streets, the cost and expense thereof against the property fronting thereon, for the collection and enforcement of such assessment and repealing all ordinances and parts of ordinances in conflict therewith.
