An ordinance providing for the improvement of M Street, in the City of Columbia, from the eastern boundary of Milton-Noble Street to the shore of Lake Washington, by clearing, grubbing, grading and planking, under the five-year bonding system and the payment of the cost thereof by means of local assessment.
