An ordinance approving the assessment roll of Local Improvement District No. 3 for the improvement of Rainier Avenue and Winston Street by extention of watermain on Rainier Avenue to intersection with Winston Street and on Winston Street southwesterly 400 feet, in the City of Columbia, under Ordinance No. 5, and levying and assessing the amounts thereof against the lots, parcels, and subdivisions of land as shown by said roll, and providing for the collection thereof.
