An ordinance amending Section 3 of Ordinance No. 19 of the City of Columbia, being an ordinance entitled: "An ordinance approving the assessment roll of Local Improvement District No. 3 for the improvement of Rainier Avenue and Winston Street by extension of watermain on Rainier Avenue to intersection with Winston Street and on Winston Street southwesterly (400) four hundred feet in the City of Columbia, under Ordinance No. 14 and levying and assessing the amount thereof against the lots, parcels and subdivisions of land as shown by said roll, and providing for the collection thereof."
