An ordinance providing for the improvement of Ferdinand Street from the easterly line of Rainier Boulevard to the westerly line of Milton-Noble Street, in the City of Columbia, by planking and guttering, under the five-year bonding system, and the payment of the cost thereof by means of local assessment.
