An ordinance declaring the benefits to the property benefited by the improvement of Irving and L Streets in the City of Columbia under Ordinance No. 179 1/2 of the Town (now City) of Columbia, ratifying and approving the assessment roll covering said improvement, levying and assessing the expense and cost of said improvement, declaring the lien thereof and directing the collection of said assessment.
