An ordinance providing for the improvement of Milton-Noble Street from the northerly line of Hudson Street to the northerly line of K Street in the City of Columbia, by clearing, grubbing, grading, sidewalking, guttering and curbing, under the five-year bonding system, and the payment of the cost thereof by means of local assessment.
