An ordinance providing for the improvement of Bulwer Street from the north line of the present planking on M Street to the south line of its present planking on F Street; K Street from the east line of Milton-Noble Street to the west line of Bryant Street; H Street from the center line of Milton-Noble Street to the west line of Bulwer Street; and the east half of Milton-Noble Street from the north line of K Street to the north line of H Street, all in the City of Columbia, by clearing, grubbing, grading, sidewalking and guttering said streets between said points, under the five-year bonding system, and the payment of the cost thereof by means of local assessment.
