An ordinance providing for the improvement of Letitia Street from the south boundary of Columbus Street to the south boundary of the City of Columbia, all in the City of Columbia, by clearing, grubbing, grading and sidewalking said streets between said points, under the five-year bonding system, and the payment of the cost thereof by means of local assessment.
