An ordinance providing for the improvement of "M" Street from Whittier Street to Lake Avenue; Holmes Street from "N" Street to "L" Street; Tennyson Street from "N" Street to "L" Street; Moore Street from "N" Street to "L" Street; Burns Street from "N" Street to "L" Street; Scott Street from "N" Street to "L" Street; Pope Street from "N" Street to "L" Street; Poe Street from "N" Street to Lake Avenue; and Lake Avenue from Poe Street to "M" Street, by laying water mains of proper dimensions therein, together with all gates, tees, crosses, fire hydrants and other fixtures and appurtenances which may be necessary or desirable for the reasonable water service for irrigation and domestic purposes and for fire protection of the lots and parcels of land contiguous or approximate to said portions of said streets, all in the City of Columbia, and providing for the payment of the cost thereof by means of local assessment, under the five-year bonding system.
