An Ordinance declaring the intention of the City Council of the City of Georgetown, to improve Estelle Street between the south line of Bateman Street and a point about 80 feet North of Sweeney Addition by planking and guttering the same, between said points and to assess 75 per cent of the cost thereof to the abutting property and property benefited by the construction of said improvements.
