An Ordinance providing for the improvement of Estelle Street between the South line of Bateman Street and a point about 80 feet north of the north line of Sweeney Addition by planking and guttering the same, between said points and to assess 75 per cent of the cost thereof to the abutting property and property benefited by the construction of said improvements included within the Improvement District, and providing for the payment of said cost and expense and establishing Local Improvement District No. 2.
