An Ordinance prohibiting the excavation, grading, paving, leveling, repairing, sidewalking, crosswalking, or filling in of any public street, highway, avenue or alley within the limits of the Town of West Seattle without first obtaining a written permit from the town council so to do, and providing a penalty or the violation thereof.
