An Ordinance declaring the intention of the City Council of the City of West Seattle to improve California Avenue between the center line of Spruce Street and the center line of South Street by clearing, grubbing, grading and parking the same between said points, and to assess the cost thereof to the abutting property and property benefitted by the construction of said improvements.
