An Ordinance declaring the intention of the City Council of the City of West Seattle to improve Railroad Avenue between the Northern limit of Louisiana Street and the Southern limit of Marshal Street, by grading, piling and planking the same between said points, and to assess the cost thereof to the abutting property and property benefited by the construction of said improvement.
