An Ordinance declaring it to be the intention of the City Council of the City of West Seattle to improve California Avenue from the intersection of South Street to the intersection of Ninth Avenue, in said City, by opening, clearing, grubbing, grading and parking the same, according to plans and specifications to be prepared by the City Engineer, and to assess the cost thereof to the property abutting thereon and to the property benefitted thereby, and to create a Local Improvement District for that purpose.
