An Ordinance providing for the improvement of the following named and described Avenues and Streets in the City of West Seattle by opening, clearing, grubbing, grading and parking the same according to plans and specifications prepared by the City Engineer and to assess the costs and expenses thereof to the abutting property and to the property benefitted by said improvements and establishing Local Improvement District No. 11, and providing for the payment thereof by the method of "Payment by Bonds", pursuant to the Statues of the State of Washington and Ordinances of the City of West Seattle.
