Correspondence, memoranda, surveys, reports, studies, and hearings materials generated by City Council's central staff analysts in support of the Council's legislative activities. Primary subjects relate to the major functions and issues of City government including land use, public utilities management, housing, human services, public safety, traffic and transportation, comprehensive planning, parks and recreation, arts and cultural affairs, economic development, environment and sustainability, and general government administration.

Biographical
Bob Morgan was a Central Staff analyst from 1988-2009 and returned until 2021 for the fall annual budget review. As the Council Budget Information System Specialist, Bob helped maintain and operate the Council’s budget database system, balance changes to the budget and prepare budget legislation. Bob was a Council employee for 33 years, including 24 with the Central Staff. Areas of concentration included planning, land use and domestic violence. Bob’s undergraduate degree is from Seattle University, his M.P.A from the UW. Bob also was an assistant to Councilmembers Tim Hill and George Benson.
