From the Series:

Correspondence, memoranda, surveys, reports, studies, and hearings materials generated by City Council's central staff analysts in support of the Council's legislative activities. Primary subjects relate to the major functions and issues of City government including land use, public utilities management, housing, human services, public safety, traffic and transportation, comprehensive planning, parks and recreation, arts and cultural affairs, economic development, environment and sustainability, and general government administration.

Biographical

Peter Harris joined Central Staff in June 1998 and retired in March 2014. Previously he worked for the City’s Office of Management and Planning and its predecessors on public safety, housing, growth management, tax policy, telecommunications, demographic research, and information technology. His main focus while on Central Staff was on public safety concerns, but he also worked on financial policies, comprehensive planning, and on transportation, utilities, and human services issues. Prior to his career with the City, Harris earned a Ph.D. in Sociology from Yale University and taught criminal justice at the university level.
