Correspondence, memoranda, surveys, reports, studies, and hearings materials generated by City Council's central staff analysts in support of the Council's legislative activities. Primary subjects relate to the major functions and issues of City government including land use, public utilities management, housing, human services, public safety, traffic and transportation, comprehensive planning, parks and recreation, arts and cultural affairs, economic development, environment and sustainability, and general government administration.

Biographical
Anthony (Tony) Kilduff graduated from University College Dublin, Ireland in 1978 with a dual major in Politcal Economy and Political Philosophy. The same year, he completed his master's degree in Econometrics and Financial Economics. Afterwards, he went into a doctoral program at Queen's University in Kingston, Ontario, Canada, where he graduated in 1986. From 1984 to 1993, Kilduff worked for different universities in Canada and the United States, including Carleton University (1984-1986), Concordia University (1986-1989), Queen's University (1987-1989), and Seattle University (1989-1993). After his time teaching economics at Seattle University, Kilduff left in 1993 to work as the senior economist for Seattle City Light, where he stayed from 1993 to 1998. He took a brief stint as a Legislative Analyst for Seattle City Council from 1998 to 2000 before returning to work for Seattle City Light as the Chief Risk Officer from 2000 to 2007. Kilduff returned to work as a legislative analyst for Seattle City Council in 2007, where he frequently worked with budgetary and risk issues relating to Seattle City Light and the energy needs of Seattle. Kilduff also worked on other issues, including overseeing the Seattle Indian Services Commission in 2010 and was involved with the issue of introducing transportation network companies (TNCs) to Seattle while balancing the needs of the taxi industry. Kilduff authored a topic paper about Seattle City Light in 2015. He retired in 2018.
