Primary subjects relate to the major functions and issues of City government including land use, public utilities management, housing, human services, public safety, traffic and transportation, comprehensive planning, parks and recreation, arts and cultural affairs, economic development, environment and sustainability, and general government administration.

Biographical
MacColl was a Central Staff Analyst from 2002-2007. He has a bachelor’s degree in political science and a master’s degree in public administration from the University of Washington. Among the areas he covered were transporation, parks and utilities.
