Contains the emails and attachments of the Central Staff Director and Central Staff Analysts. These records relate to the functions and work of Central Staff Analysts, including energy, housing, public safety, education, civil rights, land use, human services, community development, government finances and budget, transportation, sustainability, and native communities. These records include correspondence, memos, drafts, budget proposals, surveys, reports, and research in according with Central Staff Analyst functions.

Biographical

Martha Lester was a Central Staff analyst from 1989-2015. She received a M.S. in Urban Transportation Planning and a J.D. from the University of Washington. She previously worked as a transportation planner for a Seattle area consulting firm, as a law clerk to two federal judges and as a teacher at UW School of Law. During her tenure she covered transportation, land use, capital project planning and financing, and city organizational issues and was the Central Staff’s lead analyst for transportation, including Sound Transit (RTA).
