General
The City of Seattle changed email software from Novell Groupwise to Microsoft Outlook in 2009 and most accounts of city employees who left prior to 2009 were not retained. Directors Stella Chao (2007-2011) and Bernadette Agor-Matsuno (2011-2014) both had retained email accounts in Microsoft Purview that were empty.
