Biographical / Historical
Carlos Lugo was a Central Staff Analyst from May 2019 to June 2021. He received a Bachelor's Degree in Politics from Brandeis University and a Master's Degree in International Affairs from American University of Paris. He was appointed as Washington State's first Ombudsman after serving as a Principal Analyst on Hispanic Affairs at the State Department of Corrections. He worked in areas of voter outreach and mobilization efforts for political campaigns in Washington and Kansas as well as worked for former Congressman Howard Berman. His primary focus was BIPOC communities, to improve the criminal justice system, and reduce crime and recidivism through evidence-based practices.
