The Skagit Environmental Endowment Commission (SEEC) was established by a 1984 Treaty between Canada and the U.S. It is based on an agreement between the City of Seattle and the Province of British Columbia to settle the controversy over the High Ross Dam proposal. The endowment funds projects proposed by US and Canadian agencies and organizations to promote environmental education and enhance recreation, wildlife and land management. Records include project proposals, monitoring documents and project studies, as well as Commission correspondence and minutes. Projects include trail and campground improvements; wildlife and habitat studies; environmental education institutes; and land acquisition.
